The Council are of the opinion that it would be more satisfactory if a specific proportion of the total cost were to be met out of Imperial revenues, rather than two-thirds of the total to be met out of Imperial revenues.

With regard to the Governor's proposal to add one-third to the cost of Military defence in colonies etc., which provide their own defence, to cover the charges borne by Civil Votes, I am to say that the Council are not cognisant of the line of demarcation between Military and Civil Votes in the several colonies concerned, and that the circumstances do not appear to be sufficiently analogous to those of this country to enable the Imperial Army Estimates to be taken as a guide in forming an opinion on the proposal, without regard to the particular circumstances of each colony.
